SUBJECT:   LIBRARY SERVICE TO THE EXTERNAL COMMUNITY – PLAINVIEW AREA

 

The J.E. and L.E. Mabee Learning Resources Center (LRC) serves the curriculum, instructional and informational needs of the university community. University needs must always take priority when allocating either library time or resources. However, library resources are available to individuals external to the university under the following circumstances.

Plainview and area residents are permitted “in house” use of all materials in the collection with the exception of special collections, materials on reserve for classes, and online subscription databases. The Mabee LRC does not provide computer access to community users.

The LRC issues Community User library cards to extend borrowing privileges to adults in the Plainview area, to residents within a 60-mile radius of Plainview, and to TexShare Card holders. To obtain a Community user card, qualifying adults must present a government issued photo ID with a current address as proof of residence. This library card allows bearers to borrow as many as three books at one time with one renewal. Videos may be checked out overnight, but other audiovisual materials are limited to library use only. Children under 16 years of age must be accompanied by a parent, guardian, or teacher.

Library card holders of other Harrington Library Consortium (HLC) member libraries are entitled to the same privileges as stated for community users. The HLC library account must be unblocked and free of fines and overdue material.

The 51³Ô¹ÏÍøÊÓÆµ library provides its services and resources to area high school students who have a legitimate need for university-level library materials. Library privileges will be granted under the following circumstances.

  • Dual-credit students: High school students who are enrolled in courses at the University are granted the same library privileges as their fellow undergraduates as outlined in policy 7.1.4. They are not subject to any of the limitations outlined in this policy.
  • Plainview Classical Academy (PCA) students: PCA students who are not enrolled in University courses may be granted library privileges as a standard community user on a semester-by-semester basis. Library staff may, at their discretion, waive the three-item limit if the student has a legitimate research need. This privilege is a courtesy and may be revoked if the student is negligent in returning items or violates the standard of conduct listed below while in the library.
  • Other High School students: Students at other high schools who are not enrolled in the University may obtain a library card as a standard community user on a semester-by-semester basis as long as they have a legitimate research need. Area high school teachers wishing to send their class to the library must send the Director of Library Services a class roster as proof of this need. An individual who wishes to use the library can instead bring a note from their teacher or principal expressing this need.

 

Disciplinary: WBU students are expected to abide by the standard of conduct set forth in the Student Handbook. LRC staff may ask unruly and/or uncooperative users to leave the library. Verified attempts to steal or mutilate library materials will result in the loss of entrance privileges and may result in legal action being taken.
